State of Alabama
In all projects Fairbanks works closely with the school districts, the Alabama State Department of Education, the Alabama Association of School Boards, and the Alabama Medicaid Agency.
- MAC: Fairbanks works with a consortium of 118 local education agencies across the State of Alabama that has successfully claimed Medicaid Administrative Claim (MAC) reimbursement since 1999.
- RMTS: Fairbanks assisted the Alabama Medicaid Agency in the preparation and filing of a revised Implementation Plan to enable the use of Random Moment Time Study for MAC claiming in the schools. The Fairbanks Web-based solution, e-RMTS/MAC, has been successfully implemented and used by all 118 local education agencies in the MAC consortium, representing nearly 100 percent of the school districts in the state.
- Direct Services: In partnership with the Alabama Association of School Boards, Alabama State Department of Education and STI, the statewide SIS vendor, Fairbanks claims reimbursement for Direct Services provided to Medicaid-eligible students who receive related services under an Individualized Education Plan (IEP).
State of Illinois
Fairbanks works with the Illinois Department of Health Care and Family Services (HFS), formerly known as the Department of Public Aid in a variety of health care related initiatives.
- Executive Order 3: The Fairbanks team assisted the Illinois Department of Health Care and Family Services implement the provisions of Executive Order 3 which restructured and streamlined certain agencies functions, transferred certain executive branch personnel into HFS and consolidated the purchasing of health care services.
- Group Health Insurance: HFS partnered with Fairbanks to assist in consolidating health care procurement responsibility into HFS and to achieve significant administrative and health care plan savings for the state. In addition to project management, the Fairbanks team developed the negotiating strategy and assisted in contract and rate negotiations with over 200 hospital providers that serve state and local government employees and retirees. Fairbanks also assisted in the restructuring of the statewide PPO provider network, negotiating administrative fees for the PPO network third party administrator and in negotiating rate renewals for the various HMO plans that cover state employees and certain local counties and school districts.
- IT Portfolio Analysis and Planning: The Fairbanks team assists the CIO of HFS and staff in the ongoing review of the IT Project Portfolio and other tasks related to the implementation of Executive Order 3.
State of Mississippi
The Bower Foundation, a local not for profit foundation committed to the promotion of fundamental improvements in the health status of all Mississippians engaged Fairbanks LLC to review and audit the Medicaid Administrative Claim (MAC) program design, software application and processes developed on behalf of the State of Mississippi Department of Education by Bower Foundation. The contract includes developing audit and review procedures for claims developed under the new Mississippi MAC program, the implementation of these audit procedures, and review of initial claiming results for accuracy and appropriateness.
State of Nebraska
- MAC: The Nebraska Schools Medicaid Consortium has successfully claimed MAC reimbursement since 1999. The Fairbanks team represents the state's largest MAC consortium and has worked closely with the schools and the State of Nebraska from initial program design through continued operation of the program.
- RMTS: Fairbanks assisted the Nebraska Health and Human Services System to enable the implementation of Random Moment Time Study for MAC claiming in Nebraska schools. The Fairbanks Web-based solution, e-RMTS/MAC, has been successfully implemented and used by all members of the Nebraska Schools Medicaid Consortium.
State of North Carolina
- MAC: Fairbanks works with a consortium of 105 local education agencies across the State of North Carolina that has successfully claimed Medicaid Administrative Claim (MAC) reimbursement since 1999. The consortium, which includes more than 90 percent of the school districts in the state, works in close partnership with the North Carolina School Boards Association (NCSBA), the Department of Public Instruction and the Division of Medical Assistance. Fairbanks has introduced numerous Web-based tools that have simplified and improved the MAC claiming process.
- Direct Services: In partnership with NCSBA, Fairbanks assists about one-third of the local education agencies in the state in claiming reimbursement for Direct Services provided to Medicaid-eligible students who receive related services under an Individualized Education Plan (IEP).
State of Texas
- HHSC: Fairbanks was awarded a contract with the Texas Health and Human Services Commission (HHSC) to provide Random Moment Time Study and Medicaid Administrative Claiming (MAC) services. The State of Texas is completely transforming its MAC and Direct Service programs to encompass all LEAs, MHMR, ECI and Local Health Departments. Fairbanks is engaged to assist in developing the State's implementation plan and obtaining CMS approval, performing mandated training of all participating agencies and school districts, providing web-based statewide software, preparing and submitting MAC claims and assisting in the rate setting and cost settlement process for Direct Service providers.
- RMTS: Fairbanks is implementing its e-RMTS/MAC Web-based time study and financial reporting solution statewide on behalf of HHSC. Every agency and school district that participates in MAC and Direct Service programs will be able to participate in the statewide random moment time study administered by HHSC using the Fairbanks e-RMTS/MAC solution. Fairbanks is responsible for all aspects of training, completing the random moment time study, and preparing and submitting MAC claims on behalf of all participating LEAs, and State MHMR and ECI agencies and Local Health Departments.
- Direct Services: Fairbanks is assisting HHSC in the development of CMS approved rate models and cost settlement of all Direct Service claims for all participating agencies.
