Fairbanks LLC Awarded Multi-Year Contract for New Hampshire Medicaid to Schools Program

Fairbanks LLC is pleased to announce that the New Hampshire Department of Health and Human Services (DHHS) has awarded the firm a competitively bid, statewide, multi-year contract to support and expand New Hampshire’s Medicaid to Schools (MTS) program.
Under the new contract, Fairbanks will lead the transformation of the state’s program from an In-Kind reimbursement model to a Certified Public Expenditure (CPE) methodology, effective July 1, 2026. The project includes implementation of Random Moment Time Study (RMTS), Medicaid Administrative Claiming (MAC), and Fee-for-Service (FFS) Cost Reporting.
Fairbanks will also provide dedicated support to DHHS in the development of the State Plan Amendment (SPA), the Time Study Implementation Plan (TSIP), and related policy negotiations with the Centers for Medicare & Medicaid Services (CMS).
With this new model, all participating Local Education Agencies (LEAs) in New Hampshire will gain access to an additional level of school-based Medicaid reimbursement through MAC claiming. The program will be further enhanced through Medicaid expansion for services provided beyond an Individualized Education Program (IEP), supported by the annual FFS cost reporting process.
This award adds to Fairbanks’ successful track record of partnering with state Medicaid agencies across the country to design, implement, and enhance school-based Medicaid claiming programs that maximize funding, ensure compliance, and support critical services for students.
